Pastor Webber was born on January 26, 1887, in Decatur, Illinois. After a visit to the St. Louis World's Fair in 1903, he quickly developed an avid interest in the pipe organ. As pastor, he served churches in Cleveland, Ohio, and Mount Vernon and Yonkers, New York. He was a frequent writer, published several books, and was one of the first serious scholars on the history of organ building in the United States.
